Other than that, sweet interface. That options icon looks way cooler than the ol' wrench thing.
The bar only appears when you scroll up further as usual - it's a side-effect of bouncy scrolling which was introduced in iOS and OS X Lion.
Why waste that space if you can also use it for refreshing a webpage? Instead you actually create more space because a dedicated refresh-button is no longer needed.
